England Recall Bukayo Saka But Jude Bellingham, Foden & Jack Grealish Are Left Out
The Arsenal forward has recorded a dozen goals in 44 appearances for England.
England have called up the Arsenal winger for upcoming games versus Latvia and Wales, however no room for Bellingham, Foden or Jack Grealish.
Gunners attacker Saka was absent from last month's qualifier successes over Serbia and Andorra with a hamstring issue.
The 24-year-old made a comeback for Arsenal and found the net in their victory over Olympiacos on Wednesday.
Saka comes in for club colleague Madueke, who is sidelined until November because of a knee problem.
England meet the Welsh in a friendly at the national stadium on Thursday prior to a World Cup qualifier in Latvia on 14 October.
If England win in Latvia, they will require a maximum of two more points from their final two matches against Serbia and Albania in November to qualify for the World Cup in Canada, Mexico and the United States.
Bayer Leverkusen defender Quansah replaces Newcastle United’s Livramento, who is sidelined for two months following suffering a knee issue against Arsenal recently.
Elliot Anderson and Djed Spence, who earned their maiden national team selections previously, retain their places. Loftus-Cheek also remains in the squad, even with the return to fitness of Adam Wharton.
The attacker has featured in just one game for Tuchel since he became national team boss, due to fitness and hamstring injuries.
The midfielder missed the previous squad as he recovered from a shoulder operation and has only made a single start for Real Madrid since returning from injury.
The Manchester City player was omitted from Tuchel's last England squad after a loss of form and has been unable to force his way back, even with a impressive beginning to the season with City.
Grealish also is excluded despite a revival in form with Everton. The 30-year-old has not featured for the national team since last year.

'Attention turns to excluded players'
The manager’s latest England squad draws attention on those the head coach has left out rather than the players he has selected.
Bellingham’s omission may cause surprise but Tuchel understandably feels there is no rush to recall the Madrid midfielder.
Manchester City's Phil Foden and loanee Grealish have both excelled at the start of the season.
Those who Tuchel utilised in England's World Cup qualifier wins versus Andorra and Serbia merit the chance to continue.
It will bring regret that the Gunners’ Noni Madueke is not included because of a fitness issue.
Anderson has settled well at England senior level.
The England boss is a fan of Grealish, in particular, as well as Foden.
One unexpected move, it is the exclusion of Crystal Palace midfielder Wharton.
The star, of course, will be needed further down the line.
